However, as the global food system faces unprecedented pressure, a critical realization is emerging: material reduction, when practiced in isolation, can be a dangerous fallacy. If the pursuit of "minimalist" packaging results in higher rates of food spoilage, damage, or premature disposal, the net environmental impact is negative.

As the industry marks the inaugural World Packaging Day on September 6, a coalition comprising the World Packaging Organization (WPO), the Australasian Institute of Packaging (AIP), and Foundation FSSC is advocating for a paradigm shift. They argue that the definition of "sustainable packaging" must be expanded to recognize its primary, non-negotiable mandate: to contain, protect, and preserve the world’s food supply.

The Magnitude of the Crisis: A Greenhouse Gas Imperative

To understand why packaging must be judged by its performance rather than its weight, one must first confront the staggering reality of global food waste. According to data from the Food and Agriculture Organization of the United Nations (FAO), approximately 1.05 billion tons of food are squandered annually.

The distribution of this waste is systemic: 19 percent occurs at the retail, foodservice, and household levels, while another 13 percent is lost post-harvest but pre-retail. When these losses are aggregated, the environmental footprint is catastrophic. Food loss and waste account for 8 to 10 percent of total global greenhouse gas emissions. To put this into perspective, the carbon footprint of wasted food is nearly five times greater than the emissions generated by the entire global aviation sector.

Every time a package fails to protect its contents—whether through poor barrier performance, inadequate sealing, or structural weakness—it is not just the packaging material that is discarded; it is the embedded water, energy, labor, and land resources used to produce the food that are also thrown into the landfill.

Chronology: From General Awareness to Regulatory Integration

The movement toward "Save Food Packaging" has evolved through a series of strategic milestones, moving from academic design principles to mandatory certification standards.

  • Initial Research and Development: The Save Food Packaging design principles were originally established through a partnership between the AIP, the Royal Melbourne Institute of Technology (RMIT University), and End Food Waste Australia. The goal was to provide a rigorous framework for businesses to assess how packaging design impacts food longevity.
  • Global Adoption: Recognizing the universal nature of the food waste problem, the WPO began integrating these principles into its global advocacy, effectively universalizing the Australian-led model.
  • FSSC 22000 Version 6 (2023): This iteration marked a turning point by introducing formal requirements for food loss and waste reduction, compelling over 30,000 organizations to implement internal policies to address the issue.
  • FSSC 22000 Version 7 (Current): In the latest update, FSSC has formally incorporated aspects of the AIP’s Save Food Packaging Design Principles into its mandatory product design and development requirements. This evolution effectively mandates that companies consider food safety and shelf-life extension as core pillars of packaging development.

Official Perspectives: The Industry Mandate

The alignment between FSSC and the WPO represents a significant hardening of industry standards. By embedding these design principles into the FSSC 22000 standard, the organizations are moving the conversation from "recommendation" to "requirement."

Nerida Kelton, Vice President of Sustainability and Save Food at the WPO, emphasizes that the narrative must shift. "Sustainable packaging should not be seen as just about reducing materials—it is also about preventing food loss and waste," Kelton says. "We need industry leaders and governments across the globe to guide that balance and elevate the conversation."

Kelly Mulholland, Technical Manager of Safety and Quality at FSSC, highlights the scale of this change. "With the inclusion of these new packaging design requirements in Version 7, more than 40,000 organizations will be required to account for these principles when they design primary packaging. This is a massive step forward in ensuring that the packaging lifecycle is aligned with the goal of keeping food out of landfills."

The "Save Food" Design Principles

The integration of the Save Food Packaging principles into FSSC 22000, specifically under clause 2.5.13 (g), provides a framework for packaging technologists. Organizations must now document how their packaging:

  1. Contains and Protects: Effectively shielding the food from physical, chemical, or biological damage.
  2. Preserves Quality: Extending shelf life to allow for maximum consumption windows.
  3. Facilitates Safe Use: Providing clear, actionable instructions for storage, handling, and preparation to ensure consumers do not prematurely discard safe, edible food.

This is not a prescription for "more" packaging, but rather a mandate for "smarter" packaging. A package that uses 20 percent less plastic but causes a 30 percent increase in spoilage is, by any metric, a failure. The objective is to find the "Goldilocks" zone: the lowest possible environmental impact that still guarantees the integrity of the food product.

Practical Implementation: Five Questions for Design Teams

To move these high-level principles into the design studio, teams are encouraged to ask five fundamental questions before finalizing any packaging configuration:

  1. Does the design optimize the barrier properties for the specific food product? (e.g., Does the oxygen or moisture barrier actually match the respiration or degradation rate of the product?)
  2. Does the pack size match the usage pattern of the target consumer? (e.g., Is the portion size preventing "leftover waste"?)
  3. Is the packaging truly re-sealable? (e.g., Does the mechanism function reliably over the product’s shelf life to prevent contamination after opening?)
  4. Does the design provide adequate physical protection during the transit journey? (e.g., Are we sacrificing structural integrity for the sake of material reduction at the cost of product loss?)
  5. Is the information provided on the pack clear and accurate? (e.g., Does the label effectively guide the consumer on storage and usage to prevent unnecessary waste?)

Implications: A Holistic Future

The implications for the packaging industry are profound. For decades, the KPI for success in the packaging department was often "material reduction." Going forward, the most successful companies will be those that integrate sustainability teams with food safety and product development teams.

This evolution recognizes that the "most sustainable" package is the one that succeeds in its primary job: getting the food to the consumer’s plate. If a package is 100 percent recyclable but the food inside spoils before reaching the store shelf, the climate impact of the wasted food far outweighs the carbon savings of the packaging material.

As we look toward the future, the industry must resist the temptation of binary thinking. We are no longer choosing between "more" or "less" packaging. We are choosing between "wasteful" and "efficient" systems. By prioritizing the intersection of food safety, material innovation, and waste prevention, the industry can finally move toward a model that truly serves both the consumer and the planet. World Packaging Day serves as the perfect catalyst for this necessary, long-overdue transformation.
